Major GLYNasked the Minister of Transport whether he intends to introduce legislation to ensure that persons or companies intending to operate mechanical road vehicles to carry pas- 1289 sengers shall prove to the satisfaction of a competent licensing authority that not only will the vehicles be of sufficient strength and design to ensure reasonable safety on any ordinary road with gradients, which are not abnormal, but that in the event of an accident the company or individual shall have sufficient capital to pay for damages to passengers or property?
