asked the Secretary of State for the Colonies if the Government is prepared to alienate for settlement land in the southern highland region of Tanganyika: will he state the conditions and the localities, if any, where such alienation of land is to be permitted; and will he undertake that the interests of the native population will be carefully safeguarded?

Under the Tanganyika Land Ordinance. 1923, the object of which is to safeguard the interests of the native population, public land cannot be alienated in freehold title, but rights of occupancy may be granted for terms not exceeding ninety-nine years. I would refer the hon. Member to the Ordinance, a copy of which is in the Library, for the conditions of such grants. No general scheme of alienation is under consideration, and in any alienation the interests of the natives will be carefully considered. There is a limit of 5,000 acres to any single right of occupancy by non-natives except with the special approval of the Secretary of State.
