Mr. WADDINGTONasked the Under-Secretary of State for India whether a decision has yet been reached on the memorials from officers of the Indian Service of Engineers serving in the buildings and roads branch of the Public Works Department in the United Provinces which complain of reorganisation adversely affecting their pay and prospects; and whether he will explain the, reason for this reorganisation, in view of the policy concerning the all-India services as set out in the proviso to Section 96B (2) of the Government of India Act, 1919?
