asked the Home Secretary whether his attention has been called to the fact that Russian money is being specially spent; in Southampton for propagandist purposes and revolutionary movements; whether he can give further details of this action; and what steps are being taken by the authorities to deal with it?

Sir W. JOYNSON-HICKS

I have no evidence to show that "Russian money is being specially spent in Southampton for propagandist purposes and revolutionary movements," but if my hon. and gallant Friend can furnish me with particulars, I can take appropriate action.

85. Sir F. HALL

asked the Secretary of State for Foreign Affairs if he is in a position yet to inform the House of the result of the representations recently made by him to the Soviet envoy in this country regarding breaches of the Trade Agreement between Great Britain and Russia in the matter of propaganda?

Mr. McNEILL

As my right hon. Friend has already stated, he has not considered it desirable at the present juncture to make formal representations to the Soviet representative about specific breaches of the Trade Agreement.

Sir F. HALL

But he has communicated with M. Rakovsky on the subject.

Mr. McNEILL

I understand that a question on this subject has been postponed until Monday, when my right hon. Friend will make a fuller statement on the matter.
