Mr. CHAMBERLAINI have been informed that there have been newspaper reports to the effect that the possibility of an oil concession was being considered in connection with the recent discussions in Paris; but I have no knowledge of an official proposal from the Soviet Government involving British interests, or, indeed, of any official proposal at all.
