89. Sir PHILIP RICHARDSON for

asked the Secretary of State for the Colonies whether, in view of the grave state of unemployment in the iron and steel industries in this country, he will endeavour to arrange for Treasury sanction, without delay, for the loan of £10,000,000, recommended by the East African Commission, for the development of railway construction in the East African Colonies, and so enable those Colonies to place their orders for rails and bridging materials at the earliest possible opportunity?
