asked the Secretary of State for Foreign Affairs whether he has made any representations to the Soviet Government, either personally to the Soviet envoy in London or through our representative in Moscow, in regard to any alleged breaches of the Trade Agreement by the Soviet Government in the matter of propaganda?

I have drawn Mr. Rakovsky's attention to my recent statement in this House that I was not satisfied that the propaganda Clause was being loyally observed by the Soviet Government.

Mr. TREVELYAN

Has the right hon. Gentleman supplied Mr. Rakovsky with details as to the cases in which he thinks there has been an infringement?

Mr. CHAMBERLAIN

No, I did not think it necessary.

Mr. TREVELYAN

Is the right hon. Gentleman aware that the British Government, on 29th May, 1923, engaged itself to bring these cases before the Russian Government?

Mr. CHAMBERLAIN

I do not think that is correct.
