asked the President of the Board of Education whether head teachers of London County Council elementary schools are held responsible in any way for accidents to children, should such accidents occur, during the time such children are being escorted with the aid of school machinery and finance to places of historical interest under the provisions laid down by the Educational Code?

My right hon. Friend understands that the London County Council take the view that the matter is not one which admits of being made the subject of a general rule, and they have accordingly made no Regulation with regard to it.
