asked the Secretary of State for Foreign Affairs whether the Minority Clauses of the Peace Treaty are applied to Montenegro; and whether the League of Nations is supervising the conditions of affairs in that country?

The terms of the Treaty signed on the 10th September, 1919, between the principal Allied and Associated Powers and the Serb-Croat-Slovene State apply to all the inhabitants of the Serb-Croat-Slovene Kingdom without distinction. In so far as His Majesty's Government are aware, no appeal has been made to the League of Nations by the inhabitants of Montenegro.

Will the right hon. Gentleman answer more specifically the last part of the question? I am aware that no appeal has been made, but are the League of Nations watching events in that country in order to see that the Minority Clauses are carried out?

Mr. CHAMBERLAIN

Though I speak subject to correction, I think the practice of the League is only to act on a petition of the minority in question.

What Power was responsible for taking away their independence from Montenegro?

Mr. CHAMBERLAIN
