asked the Secretary of State for Foreign Affairs if he has received reports of a speech delivered recently to the Hong-Kong Legislative Council with regard to preparations for dealing with any possible disaffection: and whether he can make a statement on the matter?

The answer to the first part of the question is in the negative. The second, therefore, does not arise.
