§ Viscount WOLMERCirculars in imitation type-written characters or reproduced by a mechanical process from a typewritten original are admitted at the printed papers rate of postage as a concession under certain safeguards which are necessary in order to protect the revenue. In view of the expense which their special treatment involves, I am afraid I cannot extend the concession to batches of less than 20.
