asked the Minister of Transport whether, in view of the proposal to make compulsory the insurance of motor-car owners against third-party risks, he will say what percentage of the owners of private motor cars are at present insured against third-party risks; and what was the number of cases during 1924 in which an owner of commercial vehicles has been unable to pay the damages awarded against him in respect of an accident to a third party?

I regret that I am not in possession of the information sought by the hon. Member, nor indeed do I believe that any reliable figures are obtainable. From general information in my possession, however, I believe the proportion of motor vehicles (both private and commercial) in respect of which insurance policies against third-party risks have been taken out to be very high.
