Mr. CHAMBERLAINSo far as I can judge from communications received, I have no ground for supposing that the Regulations are not being generally carried into effect. I have received reports of eight prosecutions under the Regulations, and it is probable that there have been others which have not been brought to my notice. In six of the eight cases, the defendant was convicted and fined, one case was adjourned and one was dismissed on payment of costs.
