30. Mr. PETHICK-LAWRENCE

asked the Secretary of State for the Colonies whether the Government of Palestine has appointed a committee to inquire into the conditions of the Acca prison; and, if so, whether the Report of this committee can be submitted to the House?

Mr. AMERY

A committee, appointed by the High Commissioner for Palestine, reported at the end of 1923 on the state of health of prisoners in Government prisons in Palestine. I do not think that the Report is of sufficient public interest to justify its publication at so late a date. I would add that most, if not all, of the recommendations of the committee, have been put into effect.

asked the Secretary of State for the Colonies (1), what is the average daily population of the central prison in Jerusalem and of the prison at Acca, what is the recognised accommodation of these buildings, what number of prisoners in these prisons are at work daily in rooms other than those in which they sleep, and are all healthy convicted prisoners employed;

(2), what regulations govern the use of chains for prisoners in Palestine; if they are used in the case of unconvicted prisoners; if prisoners are required to walk through the public streets in them; if prisoners are required to plead in chains; and what is the weight of chains employed?

Mr. AMERY

I have no information on the subjects raised in these questions, but I will inquire from the officer administering the Government of Palestine.
