§ 84. Mr. W. THORNEasked the Postmaster-General if he is aware that on Tuesday, 30th June, the hon. Member for the Plaistow Division of West Ham received a postcard posted on 25th March, 1909, and that, in consequence of the card bearing only a halfpenny stamp, the postage rate then in force, he was surcharged one penny; and whether he is in a position to give an explanation why the postcard was so long delayed?
