Mr. LOCKER- LAMPSONUnder the financial clauses of the Treaty of Lausanne, Turkey and the detached territories are under an obligation to participate in the annual charges for the service of the Ottoman Public Debt. I understand that up to the present Palestine is the only one of the States which has made any payment to the Ottoma Debt Council on this account.
