asked the Secretary of State for Air if he will consider the advisability of instituting dual control in all airships publicly used for the conveyance of passengers?

It is the practice to provide means by which rigid airships may be controlled from elsewhere in the event of accident to the normal control post, and a certificate of airworthiness would not be granted if this requirement were not satisfied.
