I would refer my hon. Friend to the reply given to the hon. Member for Peckham (Mr. Dalton) on the 9th March last.


Would the Noble Lord consider the setting up of a Royal Commission to go into this technical matter?


Perhaps I might read the answer which I gave on the 9th March.
