§ 9. Sir JOHN MARRIOTTasked the Secretary of State for Foreign Affairs whether the Rumanian Government has yet ratified the Protocol of Innsbruck of June, 1923, acknowledging liability for their proportion of the debts of those portions of the territories of the late Austro-Hungarian monarchy now in the possession of Rumania?
Sir HENRY COWANHave the Governments of the other States which have acquired territory at the expense of the late Hungarian Empire acknowledged this liability?
Mr. CHAMBERLAINI believe the other States have ratified, but I really ought to have notice of any question of that kind.
§ Sir J. MARRIOTTWill the right hon. Gentleman be prepared to make inquiries as to the reason for non-ratification, and. further, will he intimate or make it clear that any further applications for loans will in the meantime be discouraged in this country or, at any rate, not encouraged?
Mr. CHAMBERLAINThe issuing of intimations about issues on the London money market is not my business, but the London money market is a shrewd judge of credit and of what justifies credit.
§ Sir J. MARRIOTTThat is not an answer to the first part of my question. Will the right hon. Gentleman be good enough to make inquiries as to the reason for the non-ratification?
Mr. CHAMBERLAINI think the reason for non-ratification is that the Rumanian Government are not satisfied with the share which is attributed to it.
