asked the Minister of Labour whether any order has been made bringing Lascars and other coloured Members of the Empire serving in the mercantile marine into the class of non-domiciled seamen under Section 39 of the Unemployment Insurance Act, 1920, who are ineligible for the receipt of unemployment benefit?

The Unemployment Insurance (Mercantile Marine) Special Order, 1921, made under Section 39 of the Unemployment Insurance Act, 1920, exclude from Unemployment Insurance (save as regards payment of the employers' share of the contribution) seamen who are neither domiciled nor have a place or residence in this country. This Order is general in its provisions but principally affects Lascars. The employers' contribution in such cases are paid into a special fund for the provision of pensions for seamen.
