§ Sir A. STEEL-MAITLANDAll persons employed at Employment Exchanges are civil servants, permanent or temporary, as the case may be. Perhaps my hon. Friend has in mind the arrangement under which standard benefit or extended benefit granted by an employment committee may be paid through a trade union or other association in cases in which the trade union or association itself also pays unemployment benefit.
