Mr. COMPTONasked the Minister of Health if his attention has been drawn to a recent County Court decision, where the Judge decided that the function of boards of guardians was to relieve destitution and that these had no power to enter into contractoral arrangements for granting money on loan to the ratepayers; and whether he will circularise the boards to this effect?
