§ Mr. SHAWI understand that there is no statutory or other provision excluding the Union of Soviet Socialist Republics from the operation of the Trade Facilities Scheme. As regards the Export Credits Scheme, there is no statutory limitation as to the countries for which credits may be given, but I am informed that the 405 Regulations at present governing the scheme exclude the grant of credits in the case of shipments to Russia. There are difficulties in the way of extending the Export Credits Scheme to Russia, but it is hoped that these difficulties will soon be removed.
