§ Mr. PONSONBYThe answer to the first part of the question is in the affirmative. In reply to the second part, I would refer the hon. Member to the answer given by the President of the Board of Trade on the 13th instant to the hon. Member for Southport. His Majesty's Government have been, and are, doing everything possible to expedite ratification.
