Motion made, and Question proposed, "That the Clause stand part of the Bill."

I am not opposing the Bill, but I think it right to point out that this introduces a considerable change. The effect of the alteration is this: At present, no one can hold the post referred to unless he is a barrister of 12 years' standing, and this Clause is altering that, and in future will throw it open to solicitors, under certain circumstances.
