§ The PRIME MINISTERI understand that the powers of the Soviet delegation are derived from the President of the Council of the People's Commissaries of the Union of Soviet Socialist Republics.
§ Sir W. DAVISONHas the Prime Minister seen the letter in to-day's "Times" from Lord Emmott, in which he states that the triumvirate that now governs Russia is composed of three gentlemen, Stelin, Zinovieff and Kameneff, and does he agree with that statement as being correct?
§ The PRIME MINISTERI do not agree with that statement so far as I am Foreign Secretary, and have to deal with the Russian Government through official channels.
