asked the President of the Board of Trade whether his attention has been called to the loss of the s.s. "Okara," the s.s. "Trevessa," and the s.s. "Baron Blantyre," and to the fact that there was in each case evidence that the vessels, though loaded in accordance with the permitted load line, were loaded to a depth which rendered them unseaworthy in the weather conditions prevailing at the time of the loss; and whether he is prepared to promote an international conference to consider the present load line and, if found necessary, to introduce legislation for the purpose of preventing similar losses in future?

Two of the three cases mentioned in the question have been investigated by courts of inquiry, and I am sending the hon. Member copies of the reports so that he may see the findings of the courts as to the causes of these losses. On the general question of load line, I would refer the hon. Member to the answer given to the hon. Member for the Tradeston Division on 14th February, of which I am sending him a copy.
