Mr. HENDERSONAs indicated in several recent answers to questions on this subject, it is the intention of the Government to administer the law relating to it with due regard, on the one hand, to the needs of this country, which demand vigilant control over alien immigration, and, on the other, to the desirability of avoiding unnecessary individual hardship.
