Amendments made: In page 17, line 43, at end, insert the words The expression 'borough' includes 'metropolitan borough'.

In page 18, line 3, after the word "car," insert the words "or trolley vehicle."

The following Amendment stood on the Order Paper in the name of Mr. Gosling:

In page 18, line 5, at the end, to insert the words The expression 'trolley vehicles' means a mechanically-propelled vehicle adapted for use upon roads without rails and moved by electrical power transmitted thereto from some external source.

Is it wise for the Minister to specify for mechanically-propelled vehicles to be driven by "electrical power" only? We are in a mechanical age, and invention proceeds very fast. Is it wise to specify the power which is to be used?

Mr. GOSLING

I cannot meet that point by leaving out the word "electrically."
