47. Mr. J. HARRIS

asked the Prime Minister whether the Government is considering the possibility of bringing together the nations through the League of Nations to work out an acceptable scheme for policing the seas by international agreement; and whether, before submitting any such scheme to the League of Nations, he will lay the outlines of it before Parliament?

Mr. CLYNES

The answer to the first part of the question is in the negative, and the second part, therefore, does not arise.

Mr. HARRIS

Is the right hon. Gentleman aware that this disclosure of Government policy is attributed to the Parliamentary Secretary to the Admiralty in the new periodical, "Facts and Dreams"?

Mr. CLYNES

I think it would come appropriately in a paper of that kind.
