asked the Financial Secretary to the Treasury whether, having regard to the Government's decision as to Gretna and to the distance of more than 20 miles which separates Annan from Carlisle, it is still proposed to retain the town of Annan within the area of operations of the Carlisle Liquor Control?

I have been asked to reply. Under the provisions of the Licensing Act, 1921, which transferred the schemes of State Management to the Secretary of State in England and the Secretary for Scotland in Scotland, the Burgh of Annan is not included within the Carlisle District, but forms part of the Gretna District, as defined in the Second Schedule to the Act. It is not proposed to alter the existing arrangements.

Will the right hon. Gentleman consider taking the opinion of the inhabitants of Annan?

This is a matter which Parliament must have a right to determine.

Mr. MILLS

Is my right hon. Friend aware that, in one of these licensed houses under the State, children are able to have a real meal at the only place in the town, and I defy anyone to identify it as a public-house?
