26. Mr. WELLS

asked the President of the Board of Education if he will consider granting scholarships or exhibitions, to be tenable at the Royal Military Academy and the Royal Military College, to pupils at secondary schools to help in meeting the present shortage of suitable candidates?

Mr. TREVELYAN

The proposal of the hon. Gentleman would involve a new departure, and the Board have no power under their present Regulations to comply with it.

Mr. WELLS

May I ask how the right hon. Gentleman proposes to obtain the most suitable candidates, and will he not, in the case of those boys who show the most promise, put in practice what he preaches and give them some assistance?
