asked the Postmaster-General whether, in view of the recommendations of the Southborough Report that the special facilities now being afforded to ex-service men should not interfere with the normal promotion arrangements approved for the subordinate classes in the Civil Service, and that ex-service candidates who qualify should be appointed, he will undertake that equal opportunity for promotion is afforded to qualified candidates at the Post Office at the last examination for clerical classes?

The terms of paragraph 26 of the Southborough Report, in which it is suggested that the claims of members of the manipulative grades in the Post Office to clerical appointments should be sympathetically treated, will shortly be considered by the Committee of the Post Office Departmental Whitley Council which is mentioned in the same paragraph of the Report. I am unable to anticipate the Committee's recommendations, but I can assure the hon. Member that due consideration will be given to the claims of the men concerned.
