asked the Secretary of State for the Colonies whether, before he makes any agreement with Dominion Governments with regard to emigration, he will first make inquiries as to the rates of wages, hours and conditions of labour obtaining, and supply the information to intending emigrants and Members of the House of Commons?

I have been asked to reply. Before agreements are entered into careful inquiries are made concerning the conditions which await new settlers. My hon. Friend will find somewhat detailed information as to rates of wages, hours and conditions of labour overseas in the Handbook of the Oversea Settlement Department of the Colonial Office, copies of which I am sending to him. These hand-books are distributed gratis to inquirers and are available to Members of this House.
