§ Mr. AMMONAll rates of service retired pay are being reduced by 5½ per cent. approximately, and consequently the service element in any award of retired pay to a disabled officer has been reduced. Disablement elements are unaffected by the reduction, and consequently the retired pay of a disabled officer which includes no service element, will not be reduced.
