§ Mr. WHEATLEYThere have been considerable fluctuations in the prices of such materials as lead and iron water pipes during the last four years. I am not able to say to what extent these fluctuations have been due to the demand of foreign markets. They have, no doubt, been due to various and usual circumstances, but especially to the fluctuations in the prices of raw materials.
