§ Mr RICHARDSThere was no refusal to grant passports to a deputation as such. But, as was explained in the Legislative Assembly last March, Government were unable to grant passports to certain persons proposed as members of a deputation to Turkey because some of them had been convicted of offences against the State or of inciting Government servants to disaffection, and others were not of the Mahommedan religion.
