§ Mr. CLYNESThis agreement was reached on the 10th March last, and full details were given by my right hon. Friend the Home Secretary on the 13th March in answer to questions by the hon. Member for Croydon South (Sir W. Mitchell-Thomson) and the Noble Lord the Member for Battersea South (Viscount Curzon), and also in his speech on the Second Reading of the Bill.
