§ Mr. BETTERTONWe have been in touch for some considerable time with the associations of employers and work-people concerned, and have prepared a scheme for dealing with the method of engagement of boys employed at the docks which, in my opinion, should do much to decasualise this employment. This scheme has been submitted to the associations of employers and work- 519 people, and is still under the consideration of the employers. Till replies are received from them it is impossible to take action. I would point out to the hon. Member that the conditions under which the boys are employed, as opposed to the method of engagement, is a matter for my right hon. Friend the Secretary of State for Home Affairs.
