asked the President of the Board of Education whether it is the intention of the Government to introduce at an early date a Bill providing for a superannuation scheme for teachers in England and Wales; and, if so, if it is proposed that the Bill shall follow the main lines of the recommendation made in the Report of the Emmott Committee?

I can only reply to this question in the same sense as the answer given to a similar question on Tuesday by my right hon. Friend the Secretary of State for Scotland, namely, that the matter is still under consideration by the Government.

Does the right hon. Gentleman realise that this matter is a pressing one, because the arrangement under which the superannuation allowance is at present being paid expires very shortly?

I am aware of the importance of the question, but there are a great many considerations.
