55. Sir G. DOYLEasked the Prime Minister whether, in view of the principle that the Government of the day should be a reflex of the will of the majority of the electors voting, he will state when he proposes to bring in a Bill establishing the second ballot, or, failing its introduction by the Government, to give facilities for a private Member's Bill on the subject?
§ Mr. CLYNESNo, Sir. I am not in a position to make any statement as regards the first part of the question. As regards the second part, the Government cannot undertake to give facilities to any Private Bill at this stage of the Session.
