asked the Prime Minister whether his attention has been called to the statement in this morning's Press that His Majesty's Government contemplated handing over to the Soviet Administration in Russia a sum of £10,000,000 now lying in this country to the credit of the former Tsarist Government; and whether, if His Majesty's Government has so decided, the Law Officers of the Crown approve of the legality of the transfer of this amount 2742 of pre-War Russian securities to the Bolshevists; and what guarantees are being given by the Bolshevist delegation in relation to Communist propaganda in British Dominions and Dependencies, following upon the receipt of this considerable sum of money?
