Mr. CHAMBERLAINI am not sure what are the precise schemes to which the hon. Member is referring and whether, in fact, they are properly comparable. I may say, however, that the general experience does not indicate that there is the advantage in direct labour over contract which the hon. Member suggests, and I do not consider that I should be warranted in following the course he proposes.
