§ Mr. BALDWINNo such suggestion has been made by the United States Government. As to the future, it would be contrary to the traditional practice to answer hypothetical questions.
§ Captain BERKELEYIs it not a fact that the real difficulty in checking this traffic is that the United States Government will not adhere to the Convention of St. Germains, and will not His Majesty's Government make representations to the United States that they should do so?
