Mr. WOODIn November last the Board drew the attention of 69 local education authorities to the fact that, upon the returns of their staff of teachers at the end of the school year 1921–22, there appeared to be a primâ-facie probability that the staffing arrangements were excessive. Since then the Board, through His Majesty's inspectors or otherwise, have been in consultation with authorities generally upon this subject. I am not yet in a position to state the results.
