The UNDER-SECRETARY of STATE for WAR (Lieut.-Colonel Guinness)I have been asked to reply. The British representative is satisfied that the reductions in the Germany Army contemplated by the Treaty, both in respect of men and material, have been so carried cut as to constitute effective disarmament.
