§ Mr. McNEILLThe Convention which the hon. Member has in mind referred to "the recovery of contract debts claimed from the Government of one country by the Government of another as being due to its subjects or citizens," and cannot be held applicable to the present case. The answer to the last part of the question is in the negative.
