§ Mr. GWYNNEThis work will, I hope, be started early in the new financial year. In regard to the latter part of the question, it would not be desirable to make the employment of local labour a condition of contract, but I am aware of the economic and other advantages of such labour, and they will be borne in mind, and I may add it is the policy of the War Office to impress upon contractors the desirability of employing local labour as far as possible.
