State are about to institute a Customs barrier between Ulster and the Free State; and whether His Majesty's Government will arrange with the Free State Government that articles of general consumption, such as tea and tobacco, shall be liable for the same duty in Ireland as in Great Britain, so as to avoid any temptation to smuggle and so spare both sides the cost of a strict preventive service?
