Brigadier-General SPEARSasked the Under-Secretary of State for Foreign Affairs if he is aware that the Rumanian Government levies a special tax on foreign holders of Rumanian securities and that this tax applies to money invested in Rumania before the law imposing the tax was passed; and will he consider making representations to the Rumanian Government in the interest of British holders of Rumanian investments and also consulting with other Governments whose nationals are affected concerning this matter?
§ The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Ronald McNeill)The hon. and gallant Member is presumably referring to the Rumanian law for the unification of direct taxation, Article 22 of which gives preferential treatment as regards taxation to the shares of joint stock companies whose capital is in the majority Rumanian. Strong representations have already been made to the Rumanian Government on more than one occasion upon this vexatious discrimination, but hitherto without effect.
